Many county recorders records are on the internet. There is no one standard program, software or policy, so it varies county by county. Some are free, some charge, some are free but charge to view documents.
The first step would be to see what is available in your area along the lines of computer access. Then it is an easy search. Sometimes you can search for document type like "Notice of Default" or you can even search the name party index for foreclosure attornies. If Bill Strong for example were a big foreclosure attorney in your area, then you look under his name and find numerous Notices of Default.
I'd check that first. It's likely available. If not, there are free papers, legal papers, legal notices in papers and in the classifieds on the paper websites. Of course, there is the ancient way of going down and looking at the notices posted at the courthouse.
In some cases, you can also search the Realtor MLS database for foreclosures, motivated sellers, etc. There is an article about that at:
