Pulling Credit Without Debtor's Permission

I understand that it is legal for a note buyer to pull a credit report on a payor without having to obtain the payor's permission. Does this also apply to pulling credit on a debtor when considering the purchase of a court judgment? Can you point out the specific federal law that relates to these issues?
